It’s not illegal …
It’s not illegal but proper flag ettiquet does call for a flag to be burned after it touches the ground. However, before it can be burned, it has to be cut up into different pieces and each piece burned separately. Considering the size of that flag, it would be practically impossible to not touch the ground so perhaps the rules are different in this case.

Its hard to tell though, does it seem to anyone else that his landing was screwed up by the flag people? may have just been windy but that looked like a bad landing for a skydiver.
